Here's a black eyeliner, with a stamper.

It has a traditional black liquid eyeliner pen on one end, and on the other end a small stamper that makes a star shape.

Place the pen upside down for a period of time, so that the liquid can flow into the pen tip smoothly. Put the pen tip down like this when not in use.
